I had this problem and found it to be caused by Add-Ons within IE. every time i boot windows, there's the IEXPLORER.EXE (with caps) and some other processes with random names like wf34dk263.exe. If it doesn't, then it may remain there for a while.....and sometimes, it will appear as "explorer.exe" which is Windows Explorer. when there is another it is troyan.
